Bu çalışma, David Harvey’in 2009 yılında yayınlanan “Cosmopolitanism and the Geographies of Freedom” isimli kitabında yer bulan “coğrafi akıl” kavramını ele alarak etik, ahlak ve adalet ilkelerinin evrensel tahayyülü olan kozmopolitik söylem ve praksisini değerlendirmek amacıyla yazılmıştır. Bu kavram aracılığıyla liberal ve neoliberal politikaların coğrafi aklın sayısız hilelerine başvurarak güç ve iktidar sahiplerine yerel ve küresel ölçekte nasıl çıkar sağladığı ortaya koyulmaya çalışılmıştır. Liberalizmin yerel milliyetçi iddialardan sıyrılarak insan haklarının evrenselleştirilmesi düşüncesi ve hedefiyle hak ve özgürlüklere çizdiği sınırı nasıl bir bağlama yerleştirdiği irdelenmiştir. Harvey’e göre liberalizm, özgürlüklerin sınırını çizerken genel hatlarıyla iki yönteme başvurmaktadır. Bunlardan ilki coğrafi ve antropolojik farklılıkları yok saymak, ikinciyse bu farklılıkları özellikle başarısızlıklarını perdelemek için kendi çıkarları doğrultusunda kullanmaktır. Algıları inşa etmede coğrafi aklın iktidar sahiplerinin çıkarlarına nasıl hizmet ettiğini analiz eden Harvey yeni bir coğrafi aklın kurulması gerektiğini savunmuştur. Bu akıl coğrafyaya ait kuramsal bir bağlama yerleştirilerek kozmopolitlik ve özgürlük arayışında mekân, yer ve çevrenin potansiyelini ortaya çıkarmalıdır. Harvey’in coğrafi akıl perspektifini ele alan bu çalışmada izlenen yöntem doküman analizidir. Çalışmanın amacı doğrultusunda literatür taramasıyla elde edilen bilgi ve belgelerin analizinde “coğrafi akıl”, “kozmopolitlik”, “hak ve özgürlüklerin sınırları” gibi temalara odaklanılmıştır. Sonuç olarak Harvey, coğrafya kuramı sayesinde inşa edilecek olan coğrafi aklı detaylı bir şekilde kavramsallaştırmıştır. Ancak bu aklın, kimin kozmopolitliğini uygulayacağı ve nasıl uygulayacağı ayrıntılarını belirsiz bırakmıştır.
